A real estate project is first built on a financial arrangement. Before looking for a property, the first step is to precisely determine what banks will agree to lend, based on rules that have evolved in recent years. Financing a real estate purchase is not just about obtaining a loan: it involves assembling several mechanisms (equity, duration, guarantees, aids) to build a solution tailored to each situation.

Effort rate and HCSF exemption margin: the rules governing your mortgage

Since the decision of the High Council for Financial Stability (HCSF) on June 29, 2023, banks can only grant a mortgage if the effort rate remains less than or equal to 35% of net income, including borrower insurance. The HCSF confirmed the maintenance of this rule in March 2026, refusing to replace it with a simple calculation of disposable income.

This standard sets the framework, but two concrete levers allow financing to be adapted to less standard profiles or projects.

  • The maximum duration increases from 25 to 27 years for projects including works representing at least 10% of the total cost (threshold lowered from 25% to 10% at the end of 2023). This extension now concerns a much larger number of renovation or restructuring operations.
  • Each bank has a margin of exemption: it can deviate from the criteria (35% effort rate, 25-27 years duration) for up to 20% of its quarterly production of new loans.
  • This margin must be primarily directed towards the acquisition of primary residences, meaning that first-time buyers or households with a personal housing project have priority access.

For borrowers whose file slightly exceeds the regulatory thresholds, knowing about this exemption margin changes the negotiation with the bank. A specialized broker or a well-informed bank advisor will know how to direct the file towards the exemption envelope when the profile justifies it. In this context, the solutions offered by Octroi Immobilier help identify the most suitable arrangement for each situation, even when standard criteria are just slightly exceeded.

Personal contribution and borrowing capacity: calibrating your budget before searching

The personal contribution forms the foundation of the financing file. It determines not only the amount that the bank will agree to lend but also the conditions of the loan (rate, duration, required guarantees).

A contribution generally covers ancillary costs: notary fees, guarantee fees, possible file fees. The more the contribution exceeds this minimum threshold, the more the bank considers the file to be solid.

Income considered in the calculation

The borrowing capacity is based on a calculation that appears simple: stable net income (salary, recurring rental income, contractual bonuses) minus fixed charges (ongoing loans, alimony paid). The result, multiplied by the duration of the loan and capped at a 35% effort rate, gives the maximum envelope.

Variable income (exceptional bonuses, fluctuating self-employed income) is treated differently by banks. Some include it based on a three-year average, while others exclude it. The treatment of variable income is a key negotiation point in building the file.

Optimizing the contribution without weakening oneself

Using all of one’s savings to inflate the contribution is a common mistake. Keeping a precautionary savings (a few months of current expenses) reassures both the bank and the borrower. A file that shows a significant contribution but also a prudent financial management obtains better conditions than a file drained of all reserves.

Zero-interest loan and housing aids: schemes to integrate from the outset

The zero-interest loan (PTZ) remains one of the most advantageous schemes for first-time buyers. It finances a part of the purchase without generating interest, which mechanically reduces the total cost of credit and lightens the monthly payments during the repayment deferment period.

The PTZ only covers a fraction of the purchase price. It must be supplemented by one or more complementary loans. It is precisely in the articulation between PTZ, main loan, and any complementary loans (Action Logement loan, social accession loan) that the tailored arrangement lies.

Resource conditions and zoning

Eligibility for the PTZ depends on the geographical area and the household’s income. The income ceilings vary greatly between a tight zone (large urban areas) and a relaxed zone (rural municipalities). The type of property (new, old with works) also conditions access to the scheme.

Checking eligibility before any property search prevents building a financing plan on an aid that one ultimately does not qualify for. The online simulators from ADIL (Departmental Agencies for Information on Housing) provide a reliable initial diagnosis.

Mortgage guarantees: mortgage, surety, or lender’s privilege

Every bank requires a guarantee to cover the risk of borrower default. The choice of this guarantee has a direct impact on the overall cost of financing, yet it is rarely negotiated with attention.

The conventional mortgage is the most well-known guarantee. It incurs notary fees upon establishment and release fees in case of early repayment. The bank guarantee (such as Crédit Logement) often costs less because it avoids notary fees and refunds part of the amount paid at the end of the loan.

The lender’s privilege, applicable only to old properties, presents an intermediate cost. It cannot guarantee the financing of works or the purchase in VEFA.

Comparing these three options based on the actual cost (initial fees, exit fees, possible refunds) rather than just the loan rate can sometimes save several thousand euros over the total duration of the operation.

The financial arrangement of a real estate purchase relies on the interaction of several mechanisms: regulatory effort rate, contribution, public aids, type of guarantee. Each parameter modifies the others. A well-constructed file does not seek the best rate first; it optimizes the entire arrangement to obtain the most favorable combination for the borrower’s actual profile.
